Fundamental laws governing all citizens of the Republic of Mars

We, the citizens of the United States of Mars, in order to form a more perfect meritocratic union, establish justice, ensure transparent governance, and secure the blessings of a fair economy for ourselves and all future colonists, do ordain and establish this Constitution.
Any person who registers on the USMARS platform shall be recognized as a Provisional Citizen. Upon purchasing their first land plot, they shall attain the status of Martian Citizen with full rights and duties.
Every registered user receives a permanent Free Apt — a non-transferable apartment that belongs to them forever, regardless of citizenship status.
The Republic of Mars shall be governed by elected representatives chosen by patrimonial merit. No position shall be awarded by popularity or inheritance. All elections are objective, automated, and auditable.
The Martian treasury is a closed system. All taxes collected from transactions, mining, merges, and marketplace activity are redistributed weekly to all active participants through the 50/30/20 protocol: 50% to miners, 30% to maintenance, 20% to position holders.
The internal currency — USDusmars — is pegged 1:1 to the US Dollar and is the sole medium of exchange within the platform. It is not withdrawable. Mining tokens (POL, BNB, TRX, DOGE, ETH, BTC) are the only assets withdrawable to external wallets.
Land plots are represented as NFT deeds. All assets purchased with real USDC are the immutable property of the buyer and cannot be confiscated, except in cases of fraud or 2-year inactivity as defined by platform rules.
Assets received for free (via referral bonuses, admin gifts) are excluded from elite ranking calculations and cargo eligibility.
When the USMARS Council votes for full autonomy, the project wallet balance shall be injected into the tax meter over 2 years, making the system perpetual, decentralized, and community-governed — like Bitcoin. After this transition, no administrator shall be able to alter the rules.
